Nauru Local Government Council
The Nauru Local Government Council was a legislative body in Nauru. It was first established in 1951, when Nauru was a United Nations trust territory, as a successor to the Council of Chiefs. It continued to exist until 1992, when it was dissolved in favor of the Nauru Island Council. History Since 1928, the Nauruan people had been represented by an elected Council of Chiefs, which only had the power to advise the Administrator. By the late 1940s, there were calls for greater Nauruan self-government, both internationally by members of the United Nations Trusteeship Council, and internally by Nauruans themselves. Australia, which administered Nauru, was against this. The Council of Chiefs submitted a petition for more self-government for Nauru to the 1948-49 session of the Trusteeship Council, however Australian Acting External Affairs Minister Cyril Chambers convinced the Council of Chiefs to withdraw the petition. Samuel Edwin Tsitsi (17 January 192520 May 1997) was a Nauruan politician. Biography Tsitsi was born on 17 January 1925. His father was Samuel Tsitsi. He was member of the Eamwidara tribe. In 1939, he entered the medical service as an apprentice in a pharmacy in Sydney, Australia. In 1954, again in Sydney, he trained to become a pharmacist. In December 1964, there was a by-election to fill a vacancy in the Nauruan Local Government Council caused by the death of Councillor Raymond Gadabu. In the four-way election, Tsitsi was elected. In 1966, Tsitsi was elected to the Legislative Assembly and re-elected to the Local Government Council. He represented the Aiwo district in both. In 1968, Tsitsi was elected to the first parliament of Nauru. He was nominated for Council of State, but failed election. Tsitsi was re-elected to parliament in 1971, 1973, and 1976. Joseph Detsimea Audoa (26 December 1921 – 18 April 1984) was a Nauruan politician. He served as a member of the Parliament of Nauru and its predecessors from 1955 until his death and was a cabinet minister for much of the period 1968 to 1983. Biography Audoa was born in Nauru in December 1921, a member of the Deiboe tribe.''Pacific Islands Year Book and Who's who, Issue 10'', p529 He was educated at Nauru Primary School and then trained at the Commonwealth X-Ray and Radium Lab at the University of Melbourne. Returning to Nauru, he worked in the pathology department of Nauru Hospital from 1937 to 1942. Buraro Robidok Bagewa Detudamo (1931 – 5 June 1994) was a Nauruan politician. He was the only son of Timothy Detudamo and brother-in-law to Kennan Adeang. When Buraro was a boy, his family went to Chuuk Islands. Detudamo served as a member of the Nauru Local Government Council, the Nauru Legislative Council, and the Parliament of Nauru. Ubenide is a constituency of Nauru made up of four districts: Baitsi, Denigomodu, Nibok, and Uaboe. It covers an area of 4.5 km² (1.73 mi²), making it the second largest constituency by area, and is the most populous constituency with a population of 3,300. It returns four members to the Parliament of Nauru in Yaren, being the only district to return four. James Ategan Bop (died 12 July 1984) was a Nauruan politician. He served as a member of Parliament and its predecessors from 1951 to 1955 and then from 1959 until his death, and was Minister of Finance for most of the period between 1968 and 1978. Biography Bop was a member of the Iruwa tribe. He was educated at Geelong in Australia. Following World War II he returned to Nauru and was employed by the Nauru Co-operative Society. Austin Bernicke (died 13 January 1977) was a Nauruan politician. He was a member of the first Local Government Council in 1951, then a member of Parliament after it was established in 1966, serving until his death in 1977. He also served as a cabinet minister from 1968 until 1976. Biography Bernicke was a member of the Eamwitmwit tribe. He became the first Nauruan to attend university when he began studying medicine at Queen's College at the University of Melbourne.
