The 13th Division () was created in January 1950 under ''the Regulation of the Redesignations of All Organizations and Units of the Army'', issued by Central Military Commission on November 1, 1948,《中央军委关于统一全军组织及部队番号的规定》 (English: Regulations of the Central Military Commission on the Unification of the Organization and Numbering of All Army Units), http://blog.sina.com.cn/s/blog_7254c7350100xb56.html basing on the forces from Ili National Army, Xinjiang National Army. Ili National Army
The East Turkestan National Army () was the armed forces of the Second East Turkestan Republic (ETR). It was active from 1945 to 1949, beyond the dissolution of the ETR in 1946, when it was renamed the Ili National Army (INA; zh, t=伊犁民族軍) per a peace agreement between the ETR leadership and representatives of the Republic of China. It originally consisted of six regiments: the Suidun Infantry Regiment, the Ghulja Regiment, the Kensai Regiment, the Ghulja Reserve Regiment, the Kazakh Cavalry Regiment, the Dungan Regiment, the Artillery Subdivision, the Sibo Subdivision, and the Mongol Subdivision.
