Pre-launch

In 2015, HKTVE was awarded a 12-year free-to-air television broadcast license by the
Hong Kong Government The Government of the Hong Kong Special Administrative Region, commonly known as the Hong Kong Government or HKSAR Government, refers to the executive authorities of Hong Kong SAR. It was formed on 1 July 1997 in accordance with the Sino- ...
. Under the regulation of the license, the company must have an English-speaking channel with 16-hour of programming by 31 March 2017. Until the launch, the channel was originally planned to have 17 hours of programming a day under the format of
