Standing Rules Of The Senate The Standing Rules of the Senate are the parliamentary procedures adopted by the United States Senate that govern its procedure. The Senate's power to establish rules derives from Article One, Section 5 of the United States Constitution: "Each House may determine the rules of its proceedings..." State Justice Institute The State Justice Institute (SJI) is a private, nonprofit corporation that awards grants to improve judicial administration in the state courts of the United States. It was created by the State Justice Institute Act of 1984 (42 U.S.C. ch. 113, 42 U.S.C. § 10701 et seq.).
