Ouyang Qin () (1900 – May 15, 1978) original name Yang Qing (), was a People's Republic of China politician. He was born in Ningxiang County, Hunan Province and educated in Changsha. His parents died when he was young. In 1926, he participated in the Northern Expedition. Heilongjiang () formerly romanized as Heilungkiang, is a province in northeast China. The standard one-character abbreviation for the province is (). It was formerly romanized as "Heilungkiang". It is the northernmost and easternmost province of the country and contains China's northernmost point (in Mohe City along the Amur) and easternmost point (at the junction of the Amur and Ussuri rivers).
