The National Marine Fisheries Service (NMFS), informally known as NOAA Fisheries, is a United States federal agency within the U.S. Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) that is responsible for the stewardship of U.S. national marine resources. Semantic Scholar is an artificial intelligence–powered research tool for scientific literature developed at the Allen Institute for AI and publicly released in November 2015. It uses advances in natural language processing to provide summaries for scholarly papers. A fisheries observer is an independent specialist who serves on board commercial fishing vessels, or in fish processing plants and other platforms, and is employed by a fisheries observer program, either directly by a government agency or by a third party contractor. Observers spend anywhere from 1 day to 3 months out at sea before returning to be “debriefed”. A debriefing consists of reviewing any unusual occurrences or observations, violations observed, and any safety problems or other hardships they endured during the trip. These data are then integrated into the regional agency’s database used to monitor fish quotas. Observers are usually the only independent data collection source for some types of at-sea information, such as bycatch, catch composition, and gear configuration data. Maximum Sustainable Yield
In population ecology and economics, maximum sustainable yield (MSY) is theoretically, the largest yield (or catch) that can be taken from a species' stock over an indefinite period. Fundamental to the notion of sustainable harvest, the concept of MSY aims to maintain the population size at the point of maximum growth rate by harvesting the individuals that would normally be added to the population, allowing the population to continue to be productive indefinitely. Under the assumption of logistic growth, resource limitation does not constrain individuals' reproductive rates when populations are small, but because there are few individuals, the overall yield is small. At intermediate population densities, also represented by half the carrying capacity, individuals are able to breed to their maximum rate. The Environmental Science Services Administration (ESSA) was a United States Federal executive agency created in 1965 as part of a reorganization of the United States Department of Commerce.
