The Municipal Council is the legislative branch of government for Newark, New Jersey. Newark was governed by a mayor and common council from 1836 to 1917 and then by a five-member commission until 1954. Effective as of July 1, 1954, the voters of the city of Newark, by a referendum held on November 3, 1953 and under the Optional Municipal Charter Law (commonly known as the Faulkner Act), adopted the Faulkner Act (Mayor-Council) Plan C as the form of local government.''2012 New Jersey Legislative District Data Book'', Rutgers University Edward J. Irvine I Turner
Irvine I. Turner (1914–1974) politician who was the first Black official in Newark, New Jersey elected to the Municipal Council when he took office in 1954. He was also publisher and co-editor of a Black weekly newspaper ''The New Jersey Record''. He was known for his "flamboyant personality and fiery rhetoric". Mayor Kenneth A. Gibson called him "a man who paved the way for black people to be elected to public office." Irvine Turner Boulevard, a large street in Newark, is named after him. Early life Irvine Turner was born in Newark in 1914 and educated in the city, including at Barringer High School. Ronald Rice
Ronald L. Rice (born December 18, 1945) is a former American Democratic Party politician who has served in the New Jersey State Senate from 1986 to 2022. He represented the 28th Legislative District. Rice is one of the longest-serving state senators in New Jersey history. His son, Ronald C. Rice, is a former city councilman in Newark, New Jersey. Rice left office effective August 31, 2022 due to health issues. Early life Rice received an A.S. from Essex County College in Police Science, a B.S. from John Jay College of Criminal Justice in Administration and Planning, and an M.A. from Rutgers University in Criminal Justice. Anthony M. Imperiale Sr. (July 10, 1931 – December 27, 1999) was a member of the New Jersey Legislature from Newark, New Jersey. Early life He was born on July 10, 1931, in Newark, New Jersey. He later served in the United States Marine Corps during the Korean War. In the 1960s he opposed forced race-integration busing in the United States. 1967 Newark riots During the 1967 Newark riots, Imperiale advocated armed white self-defense and formed the volunteer North Ward First Aid Squad ostensibly to escort North Ward residents, most of whom were Italian-American, through racially troubled neighborhoods.
