Medium-Term Budgetary Objective
The Stability and Growth Pact (SGP) is an agreement, among all of the 27 member states of the European Union, to facilitate and maintain the stability of the Economic and Monetary Union (EMU). Based primarily on Articles 121 and 126 of the Treaty on the Functioning of the European Union, it consists of fiscal monitoring of members by the European Commission and the Council of the European Union, and the issuing of a yearly recommendation for policy actions to ensure a full compliance with the SGP also in the medium-term. If a Member State breaches the SGP's outlined maximum limit for government deficit and debt, the surveillance and request for corrective action will intensify through the declaration of an Excessive Deficit Procedure (EDP); and if these corrective actions continue to remain absent after multiple warnings, the Member State can ultimately be issued economic sanctions. Kafi Benz (born 1941) is an American author and artist who began participation in social entrepreneurship through environmental preservation and regional planning in 1959 as a member of the ''Jersey Jetport Site Association'', which opposed plans by the New York Port Authority to found a new airport in the Great Swamp, the central feature of a massive 55 square mile watershed in New Jersey bounded to the south and east by the Watchung Mountains, 25 miles west of Manhattan. During the 1980s she also became very active in historic preservation, founding a nonprofit 501(c)(3) organization, Friends of Seagate Inc., for that purpose. The organization later was expanded to include concerns for additional areas in the arts and sciences. At the same time she founded the official web site of the sculptor Jim Gary. Coles County Memorial Airport
Coles County Memorial Airport is between Mattoon and Charleston in Coles County, Illinois. Owned by the Coles County Airport Authority, it is five miles east of Mattoon and six miles west of Charleston. The National Plan of Integrated Airport Systems for 2011–2015 called it a ''general aviation'' facility. Airline flights (Ozark DC-3s) started in 1955; Ozark left in 1980. American Eagle flew to Chicago's O'Hare until 1991. Midway Connections also flew to Midway International in Chicago. Airline service ended in 2000 when Great Lakes Airlines, which operated flights to Chicago's O'Hare International Airport through the Purdue University Airport, left the airport. The service was under the United Express name. The airport hosts an air show featuring aerial performances and static display as well as helicopter and monster truck rides. Moving to Opportunity for Fair Housing (MTO) was a randomized social experiment sponsored by the United States Department of Housing and Urban Development (HUD) in the 1990s among 4600 low-income families with children living in high-poverty public housing projects. Study Design Families who volunteered to participate in the program were randomly assigned to 3 groups. One group received housing vouchers that could be used only in low-poverty areas for the first year as well as counseling to help them find units there. After a year, they could use their vouchers anywhere. One group received vouchers that could be used anywhere but no counseling. A third (control) group did not receive vouchers but remained eligible for any other government assistance to which they otherwise would have been entitled. The Ministry of Transportation (MTO) is the provincial ministry of the Government of Ontario that is responsible for transport infrastructure and related law in Ontario. The ministry traces its roots back over a century to the 1890s, when the province began training Provincial Road Building Instructors. The Mars Telecommunications Orbiter (MTO) was a cancelled Mars mission that was originally intended to launch in 2009 and would have established an Interplanetary Internet between Earth and Mars. The spacecraft would have arrived in a high orbit above Mars in 2010 and relayed data packets to Earth from a variety of Mars landers, rovers and orbiters for as long as ten years, at an extremely high data rate. Such a dedicated communications satellite was thought to be necessary due to the vast quantity of scientific information to be sent to Earth by landers such as the Mars Science Laboratory. Multimodal transport (also known as combined transport) is the transportation of goods under a single contract, but performed with at least two different modes of transport; the carrier is liable (in a legal sense) for the entire carriage, even though it is performed by several different modes of transport (by rail, sea and road, for example). The carrier does not have to possess all the means of transport, and in practice usually does not; the carriage is often performed by sub-carriers (referred to in legal language as "actual carriers"). Material take off (MTO) is a term used in engineering and construction, and refers to a list of materials with quantities and types (such as specific grades of steel) that are required to build a designed structure or item. This list is generated by analysis of a blueprint or other design document. The list of required materials for construction is sometimes referred to as the material take off list (MTOL). Material take off is not limited to the amount of required material, but also the weight of the items taken off.
