It may be similar to a master's degree when issued by pontifical universities and other universities in Europe, Latin America, and Syria. The term is also used for a person who holds this degree. Etymology The term derives from Latin ''licentia'', "freedom" (from Latin ''licēre'', "to be allowed"), which is applied in the phrases ''licentia docendi'' (also ''licentia doctorandi''), meaning "permission to teach", and ''licentia ad practicandum'' (also ''licentia practicandi''), meaning "permission to practice", signifying someone who holds a certificate of competence to practise a profession. It is bordered by the Arctic Ocean to the north, the Atlantic Ocean to the west, the Mediterranean Sea to the south and Asia to the east. Europe is commonly considered to be separated from Asia by the watershed of the Ural Mountains, the Ural River, the Caspian Sea, the Greater Caucasus, the Black Sea and the waterways of the Turkish Straits. "Europe" (pp. 68–69); "Asia" (pp. 90–91): "A commonly accepted division between Asia and Europe ... is formed by the Ural Mountains, Ural River, Caspian Sea, Caucasus Mountains, and the Black Sea wit ...
