Comptroller Of Maryland
The Comptroller of the State of Maryland is Maryland's chief financial officer, elected by the people to a four-year term. The Comptroller is not term-limited. The office was established by the second Maryland Constitution of 1851 due to concern about the potential for fraud and corruption in the administration of the public treasury. The constitutional duties of the office begin with the broad mandate to exercise "general superintendence of the fiscal affairs of the State", which includes collecting taxes and maintaining the general ledger. The Comptroller (or a deputy) countersigns all checks drawn by the State Treasurer upon the deposits of the State. The Comptroller also prescribes the formalities for transfer of other evidence of State debt and countersigns such papers. In addition, the Comptroller's Office audits taxpayers for compliance, handles delinquent tax collection, and enforces license and unclaimed property laws. The flag of the state of Maryland is the 17th-century heraldic banner of arms of Cecil, 2nd Baron Baltimore. It consists of the arms of his father George, 1st Baron Baltimore (1579–1632), quartered with those of his grandmother, heiress of the Crossland family. The flag was officially adopted by the General Assembly of Maryland (state legislature) in 1904. Phillips Lee Goldsborough I (August 6, 1865October 22, 1946), was an American Republican politician and member of the United States Senate representing State of Maryland from 1929 to 1935. He was also the 47th Governor of Maryland from 1912 to 1916 and Comptroller of the Maryland Treasury from 1898 to 1900. To date, he is the last Republican to serve as Comptroller of Maryland.
