A precinct, voting district, polling division, or polling district, is a subdivision of an electoral district, typically a contiguous area within which all electors go to a single polling place to cast their ballots. Census
A census is the procedure of systematically acquiring, recording and calculating information about the members of a given population. This term is used mostly in connection with national population and housing censuses; other common censuses include censuses of agriculture, traditional culture, business, supplies, and traffic censuses. Redistribution (re-districting in the United States and in the Philippines) is the process by which electoral districts are added, removed, or otherwise changed. Redistribution is a form of boundary delimitation that changes electoral district boundaries, usually in response to periodic census results. Majority-minority Districts
A majority-minority district is an electoral district, such as a United States congressional district, in which the majority of the constituents in the district are racial or ethnic minorities (as opposed to Non-Hispanic whites in the U.S.). Race is collected through the decennial United States census. Majority-minority districts may be created to avoid or remedy violations of the Voting Rights Act of 1965's prohibitions on drawing redistricting plans that diminish the ability of a racial or language minority to elect its candidates of choice. Gerrymandering
In representative democracies, gerrymandering (, originally ) is the political manipulation of electoral district boundaries with the intent to create undue advantage for a party, group, or socioeconomic class within the constituency. The manipulation may involve "cracking" (diluting the voting power of the opposing party's supporters across many districts) or "packing" (concentrating the opposing party's voting power in one district to reduce their voting power in other districts). Gerrymandering can also be used to protect incumbents. Wayne Dawkins describes it as politicians picking their voters instead of voters picking their politicians. Delimitation Commission Of India
The Delimitation commission or Boundary commission of India is a commission established by the Government of India under the provisions of the Delimitation Commission Act. The main task of the commission is redrawing the boundaries of the various assembly and Lok Sabha constituencies based on a recent census. The representation from each State is not changed during this exercise. However, the number of SC and ST seats in a state are changed in accordance with the census. The present delimitation of constituencies has been done on the basis of 2001 census under the provisions of Delimitation Act, 2002.
