Amsterdam ( , , , lit. ''The Dam on the River Amstel'') is the capital and most populous city of the Netherlands, with The Hague being the seat of government. It has a population of 907,976 within the city proper, 1,558,755 in the urban area and 2,480,394 in the metropolitan area. Located in the Dutch province of North Holland, Amsterdam is colloquially referred to as the "Venice of the North", for its large number of canals, now designated a UNESCO World Heritage Site. Amsterdam is the capital of the Netherlands according to the Constitution of the Netherlands, although the States General of the Netherlands, States General and the Cabinet of the Netherlands, Executive Branch have been situated in The Hague since 1588, along with the Supreme Court of the Netherlands, Supreme Court and the Council of State (Netherlands), Council of State. Since the 1983 revision of the Constitution of the Netherlands, Article 32 mentions that "the King shall be sworn in and inaugurated as soon as possible in the capital city, Amsterdam".
