Hackney was elected as a
Democrat to the Sixtieth Congress (March 4, 1907 – March 3, 1909).
He was an unsuccessful candidate for reelection in 1908 to the Sixty-first Congress.
He resumed the practice of law in
Carthage, Missouri

He moved to
Kansas City, Missouri, in 1914 and continued the practice of law.
He served as general counsel for the Missouri Pacific Railroad in 1914–1932.
He retired from public life and resided in
Kansas City, Missouri, until his death there on December 24, 1946.
He was interred in Elmwood Cemetery.
