Mills was born in

, son of Dorothy C. and the american economist Frederick C. Mills. He graduated from George School in
Pennsylvania Pennsylvania, officially the Commonwealth of Pennsylvania, is a U.S. state, state spanning the Mid-Atlantic (United States), Mid-Atlantic, Northeastern United States, Northeastern, Appalachian, and Great Lakes region, Great Lakes regions o ...
in early 1944, and studied at Columbia College from 1944 to 1948, while on leave from the Coast Guard. Mills demonstrated his mathematical ability by becoming a Putnam Fellow in 1948, and by receiving first-class honors in the
