Following the cabinet formation of 1986 Ruding continued as Minister of Finance in the Cabinet Lubbers II, taking office on 14 July 1986. On 3 May 1989 the Cabinet Lubbers II fell and continued to serve in a demissionary capacity. In July 1989 Ruding announced that he would not stand for the election of 1989. The Cabinet Lubbers II was replaced by the Cabinet Lubbers III on 7 November 1989. Ruding retired from active politics and returned to the
