On 1 April 2021, the European Climate, Infrastructure and Environment Executive Agency (CINEA) officially started its operations. Programmes

For the Connecting Europe Facility (CEF), which supports the deployment of infrastructure across Europe, CINEA continues to manage CEF Transport and Energy. The European Climate, Infrastructure and Environment Executive Agency (CINEA) plays a key role in supporting the European Union’s ambitious climate goals, including the implementation of the Industrial Carbon Management Strategy adopted in February 2024. Recent scholarly analysis of the EU’s approach to industrial carbon management highlights the importance of stakeholder engagement and the need for a balanced strategy. For example, a 2024 study by van der Loos et al. analyzed responses from 205 stakeholders to the European Commission’s public consultation on the Industrial Carbon Management Strategy. The study identified two dominant approaches: a market-driven approach, which emphasizes financial incentives, and a society-driven approach, which focuses on aligning carbon management with broader decarbonization and fostering collaboration among diverse actors. The authors conclude that achieving effective carbon management in Europe will require integrating both approaches, with particular emphasis on societal collaboration to ensure long-term success. According to the article, “we found two dominant approaches to carbon management, a market-driven approach and a society-driven approach. Aligning carbon management within broader decarbonisation and fostering collaboration, requires a society-driven approach.
