Taley
Taley (also known as Talé), is a village situated in Lim-Pendé, Central African Republic. History People's Army for the Restoration of Democracy (CAR), APRD attacked a Fula people, Peuhl camp in Taley on 18 February 2010 and killed 18 people, including 4 children. Responding to 2019 Ouham-Pendé killings, the killings in Koundjili and Lemouna in 2019, the villagers formed a self-defense group to guard Taley from Return, Reclamation, Rehabilitation, 3R rebels incursion. 3R rebels entered Taley on 27 September 2020 and kidnapped the local gendarmes. They also looted civilian properties. As a result, the residents fled to the bush. As of 12 October 2020, most residents had returned to the village. A rebel group occupied Taley on 12 July 2021. They burned motorbikes and extorted money from traders. Demographics Karé people make up the majority of the village demography. Most of the villagers are Christians. People's Army For The Restoration Of Democracy (CAR)
The People's Army for the Restoration of Democracy APRD (fr. ''L’Armée Populaire pour la restauration de la démocratie'') was a Rebellion, rebel group operating in the northwest of the Central African Republic (CAR). The APRD was formed in 2006 following the 2003 Central African Republic coup d'état, 2003 coup which overthrew President Ange-Félix Patassé. It is one of several groups which fought in the 2004-2007 Central African Republic Bush War. Initially claiming it wished to overthrow current Heads of state of the Central African Republic (and Central African Empire), CAR President François Bozizé, the APRD was the last of the three rebel coalitions to engage in the 2007 peace process. Fula People
The Fula, Fulani, or Fulɓe people are an ethnic group in Sahara, Sahel and West Africa, widely dispersed across the region. Inhabiting many countries, they live mainly in West Africa and northern parts of Central Africa, South Sudan, Darfur, and regions near the Red Sea coast in Sudan. The approximate number of Fula people is unknown, due to clashing definitions regarding Fula ethnicity. Various estimates put the figure between 25 and 40 million people worldwide. 2019 Ouham-Pendé Killings
On 21 May 2019 at least 46 unarmed civilians were killed by rebels from Return, Reclamation, Rehabilitation armed group in Ouham-Pendé prefecture in the Central African Republic including at least 32 in Koundjili and Lemouna and nine in Bohong. Three generals responsible for killing were convicted of war crimes and crimes against humanity in 2022. Attacks Lemouna and Koundjili On 21 May 2019, the day of the attack, villagers in Loura reported seeing 14 motorbikes coming from Létélé (where 3R has a base) heading towards Lemouna-Koundjili, but only four returned. Just before noon, 14 motorbikes with around three uniformed elements on each – apart from one non-uniformed element - stopped in Lemouna village. Return, Reclamation, Rehabilitation (abbreviated 3R, ) is a rebel group in the northwestern part of Central African Republic. The group was formed in December 2015 to protect Fulani herders from Anti-balaka militia attacks.Amnesty InternationalCENTRAL AFRICAN REPUBLIC 2017/2018 The group has launched attacks on numerous towns, killed unarmed civilians and UN peacekeepers, and carried out several kidnappings.
