Substitute (French Elections)
A substitute is a political candidate who is not directly elected, but who succeeds a politician holding an elected office after that person ceases to hold the office due to, for example, resignation or death. This system can be used to fill casual vacancies instead of holding by-elections or special elections to fill the vacant office. Substitutes are nominated, not at the time the vacancy arises but, rather, before the election for the information of voters. In voting systems which use electoral lists, the candidates on a given list who are not among those initially elected may become the substitutes for those who are. In other systems, individual candidates may have substitutes. ''The Casual Vacancy'' is a novel written by British author J. K. Rowling, published worldwide by the Little, Brown Book Group on 27 September 2012. It was Rowling's first publication since the ''Harry Potter'' series, her first novel apart from that series, and her first for adult readership. The novel is set in a suburban West Country town called Pagford and begins with the death of beloved Parish councils in England, parish councillor Barry Fairbrother. Consequently, a seat on the council is vacant and a conflict ensues before the election for his successor takes place. Gilbert Collard
Gilbert Georges Jean Camille René Collard (; born 3 February 1948) is a French writer, barrister and politician serving as a Member of the European Parliament (MEP) since 2019. A member of the National Rally (RN) until 2022, he was a member of the National Assembly for the 2nd constituency of Gard from 2012 until 2019.
