Prison Service
His Majesty's Prison Service (HMPS) is a part of HM Prison and Probation Service (formerly the National Offender Management Service), which is the part of His Majesty's Government charged with managing most of the prisons within England and Wales (Scotland and Northern Ireland have their own prison services: the Scottish Prison Service and the Northern Ireland Prison Service, respectively). The Director General of HMPS, currently Phil Copple, is the administrator of the prison service. The Director General reports to the Secretary of State for Justice and also works closely with the Prisons Minister, a junior ministerial post within the Ministry of Justice. The Scottish Prison Service (SPS) () is an executive agency of the Scottish Government tasked with managing prisons and Young Offender Institutions. The Chief Executive of the Scottish Prison Service, currently Teresa Medhurst, is responsible for its administration and reports to the Cabinet Secretary for Justice, who is responsible for the Scottish Prison Service within the Scottish Government. An executive agency is a part of a government department that is treated as managerially and budgetarily separate, to carry out some part of the executive functions of the United Kingdom government, Scottish Government, Welsh Government or Northern Ireland Executive. Executive agencies are "machinery of government" devices distinct both from non-ministerial government departments and non-departmental public bodies (or " quangos"), each of which enjoy legal and constitutional separation from ministerial control. Elizabeth Fry
Elizabeth Fry (née Gurney; 21 May 1780 – 12 October 1845), sometimes referred to as Betsy Fry, was an English prison reformer, social reformer, philanthropist and Quaker. Fry was a major driving force behind new legislation to improve the treatment of prisoners, especially female inmates, and as such has been called the "Angel of Prisons". She was instrumental in the 1823 Gaols Act which mandated sex-segregation of prisons and female warders for female inmates to protect them from sexual exploitation. Fry kept extensive diaries, in which she wrote explicitly of the need to protect female prisoners from rape and sexual exploitation. She was supported in her efforts by Queen Victoria and by Emperors Alexander I and Nicholas I of Russia; she was in correspondence with both Alexander and Nicholas, their wives, and the Empress Mother. Penitentiary Act
The Penitentiary Act 1779 ( 19 Geo. 3. c. 74) was a act of the Parliament of Great Britain passed in 1779 which introduced a policy of state prisons for the first time. The act was drafted by the prison reformer John Howard and the jurist William Blackstone and recommended imprisonment as an alternative sentence to death or transportation. The prison population in England and Wales had swollen following the initial fighting in the American Rebellion and the government's attendant decision, by the Criminal Law Act 1776 ( 16 Geo. 3. c. 43), to temporarily halt use of the American Colonies as the standard destination for transported criminals. Howard League For Penal Reform
The Howard League for Penal Reform is a registered charity in the United Kingdom. It is the oldest penal reform organisation in the world, named after John Howard. It was founded as the Howard Association in 1866 and changed its name in 1921, following a merger with the Penal Reform League. The charity focuses on penal reform in England and Wales. The Howard League is independent of the United Kingdom government and is funded by voluntary donations and membership donations. The charity also receives funding from the Legal Services Commission, as it holds Legal Aid contracts in order to perform its work with young people in custody. Prisoners' Earnings Act 1996
The Prisoners' Earnings Act 1996 (c. 33) is an Act of the Parliament of the United Kingdom. The purpose of the Act was to allow the government to apply deductions and levies on the earnings of prisoners in respect of work carried by the prisoner during his period of detention. The Act was not implemented until 2011. Provisions Thus when a prisoner carries out any task or duty within the prison, such as catering or cleaning, and receives payment for this, the government may subject the earnings to deductions for: income tax, national insurance, court order payments, and child maintenance. Recidivism
Recidivism (; from 'recurring', derived from 'again' and 'to fall') is the act of a person repeating an undesirable behavior after they have experienced negative consequences of that behavior, or have been trained to Extinction (psychology), extinguish it. Recidivism is also used to refer to the percentage of former prisoners who are rearrested for a similar offense. The term is frequently used in conjunction with criminal behavior and substance abuse.
