False Alarms
A false alarm, also called a nuisance alarm, is the deceptive or erroneous report of an emergency, causing unnecessary panic and/or bringing resources (such as emergency services) to a place where they are not needed. False alarms may occur with residential burglary alarms, smoke detectors, industrial alarms, fire alarms and in signal detection theory. False alarms have the potential to divert emergency responders away from legitimate emergencies, which could ultimately lead to loss of life. In some cases, repeated false alarms in a certain area may cause occupants to develop alarm fatigue and to start ignoring most alarms, knowing that each time it will probably be false. Intentionally falsely activating alarms in businesses and schools can lead to serious disciplinary actions, and criminal penalties such as fines and jail time. ALARM (Air Launched Anti-Radiation Missile) is a British anti-radiation missile designed primarily to destroy enemy radars for the purpose of Suppression of Enemy Air Defenses (SEAD). It was used by the Royal Air Force, RAF and is still used by the Royal Saudi Air Force. The weapon was retired by the UK at the end of 2013. 1983 Soviet Nuclear False Alarm Incident
On 26 September 1983, during the Cold War, the Soviet nuclear early warning system Oko reported the launch of one intercontinental ballistic missile with four more missiles behind it, from the United States. These missile attack warnings were suspected to be false alarms by Stanislav Petrov, an engineer of the Soviet Air Defence Forces on duty at the command center of the early-warning system. He decided to wait for corroborating evidence—of which none arrived—rather than immediately relaying the warning up the chain of command. This decision is seen as having prevented a retaliatory nuclear strike against the United States and its NATO allies, which would likely have resulted in a full-scale nuclear war. 2018 Hawaii False Missile Alert
On the morning of January 13, 2018, an alert was accidentally issued via the Emergency Alert System and Wireless Emergency Alerts, Wireless Emergency Alert System over television, radio, and cellular networks in the U.S. state of Hawaii, instructing citizens to seek shelter due to an incoming ballistic missile. The message was sent at 8:08 a.m. Hawaii–Aleutian Time Zone, local time and the state had not authorized Civil defense siren, civil defense outdoor warning sirens to sound. 38 minutes and 13 seconds later, state officials blamed a miscommunication during a drill at the Hawaii Emergency Management Agency for the first message. 2005 Connecticut False Evacuation Alert
On February 1, 2005, the Emergency Alert System was activated in portions of Connecticut calling for the immediate evacuation of the entire state. The activation was in error. Alarm fatigue or alert fatigue describes how busy workers (in the case of health care, clinicians) become desensitized to safety alerts, and as a result ignore or fail to respond appropriately to such warnings. Alarm fatigue occurs in many fields, including construction and mining (where vehicle back-up alarms sound so frequently that they often become senseless background noise), healthcare (where electronic monitors tracking clinical information such as vital signs and blood glucose sound alarms so frequently, and often for such minor reasons, that they lose the urgency and attention-grabbing power which they are intended to have), and the nuclear power field. Stanislav Yevgrafovich Petrov (; 7 September 1939 – 19 May 2017) was a lieutenant colonel of the Soviet Air Defence Forces who played a key role in the 1983 Soviet nuclear false alarm incident. On 26 September 1983, three weeks after the Soviet military had shot down Korean Air Lines Flight 007, Petrov was the duty officer at the command center for the Oko nuclear early-warning system when the system reported that a missile had been launched from the United States, followed by up to four more. Petrov judged the reports to be a false alarm. His subsequent decision to disobey orders, against Soviet military protocol, is credited with having prevented an erroneous retaliatory nuclear attack on the United States and its NATO allies that would have likely resulted in a large-scale nuclear war. Constant false alarm rate (CFAR) detection is a common form of adaptive algorithm used in radar systems to detect target returns against a background of noise, clutter and interference. Principle In the radar receiver, the returning echoes are typically received by the antenna, amplified, down-converted to an intermediate frequency, and then passed through detector circuitry that extracts the envelope of the signal, known as the ''video signal''.
