Civic technology, or civic tech, is the idea of using technology to enhance the relationship between people and government with software for communications, decision-making, service delivery, and political process. It includes information and communications technology supporting government with software built by community-led teams of volunteers, nonprofits, consultants, and private companies as well as embedded tech teams working within government. Definition Civic technology refers to the use of technology to enhance the relationship between citizens and their government. Open government is the governing doctrine which maintains that citizens have the right to access the documents and proceedings of the government to allow for effective public oversight. In its broadest construction, it opposes reason of state and other considerations which have tended to legitimize extensive state secrecy. The origins of open-government arguments can be dated to the time of the European Age of Enlightenment, when philosophers debated the proper construction of a then nascent democratic society. The Sunflower Student Movement is associated with a protest movement driven by a coalition of students and civic groups that came to a head between March 18 and April 10, 2014, in the Legislative Yuan and later, the Executive Yuan of Taiwan. The activists protested the passage of the Cross-Strait Service Trade Agreement (CSSTA) by the then-ruling Kuomintang (KMT) at the legislature without a clause-by-clause review.
