Chronic Addiction Substitution Treatment
Chronic addiction substitution treatment (CAST) is a policy adopted by Vancouver City Council in 2007 to reduce the harms of drug prohibition by providing substitutes to those with addictions. Overview CAST attempts to reduce homelessness and crime by replacing illegal opiates with pharmaceutical heroin, hydromorphone or other substitutes. History Vancouver has a long history of innovation in drug treatment. The first methadone maintenance treatment program was developed in Vancouver in 1959. For 15 years, Vancouver had the only supervised injection site in North America: Insite. CAST was developed by Mayor Sam Sullivan as a result of his experience with the overdose crisis of the 1990s. He formed an organization called Inner Change to advocate for and fund-raise for a research trial called SALOME. Insite is the first legal supervised drug injection site in North America, located at 139 East Hastings Street, in the Downtown Eastside (DTES) neighbourhood of Vancouver, British Columbia. The DTES had 4700 chronic drug users in 2000 and has been considered to be the centre of an "injection drug epidemic". Sam Sullivan
Sam Sullivan (born November 13, 1959) is a Canadian politician who had served as the MLA for Vancouver-False Creek. Previously, he served as the Minister of Communities, Sport and Cultural Development with responsibility for Translink in the short-lived BC Liberal government after the 2017 election, as well as the 38th mayor of Vancouver, British Columbia, Canada and has been invested as a member of the Order of Canada. He is currently President of the Global Civic Policy Society and adjunct professor with the UBC School of Architecture and Landscape Architecture. Fentanyl
Fentanyl, also spelled fentanil, is a very potent synthetic opioid used as a pain medication. Together with other drugs, fentanyl is used for anesthesia. It is also used illicitly as a recreational drug, sometimes mixed with heroin, cocaine, benzodiazepines or methamphetamine, among others. Its potentially deadly overdose effects can be neutralized by naloxone. Fentanyl is commonly used to create counterfeit pills disguised as OxyContin, Xanax, Adderall, among others. It has a rapid onset and its effects generally last under two hours. Medically, it is used by injection, nasal spray, or skin patch, or absorbed through the cheek as a lozenge or tablet. Common adverse effects of fentanyl include nausea, vomiting, constipation, itching, sedation, confusion, and injuries related to poor coordination.
