United States Ambassador
Ambassadors of the United States are persons nominated by the president to serve as the country's diplomatic representatives to foreign nations, international organizations, and as ambassadors-at-large. Under Article II, Section 2 of the U.S. Constitution, their appointment must be confirmed by the United States Senate; while an ambassador may be appointed during a recess, they can serve only until the end of the next session of Congress, unless subsequently confirmed. Ambassadors are the highest-ranking diplomats of the U.S. and are usually based in the embassy in the host country. They are under the jurisdiction of the Department of State and answer directly to the secretary of state; however, ambassadors serve " at the pleasure of the President", meaning they can be dismissed at any time. This is a list of ambassadors of the United States to Albania. The ambassador is the head of the Embassy of the United States in Tirana. History Albania had been under the domination of the Ottoman Empire since the 14th century but gained a shaky independence in 1912 after an uprising against the Turks. After suffering invasions and occupations during the First and Second Balkan Wars and the Great War, Albania achieved a relatively stable degree of statehood. Protecting Power
A protecting power is a country that represents another sovereign state in a country where it lacks its own diplomatic representation. It is common for protecting powers to be appointed when two countries break off diplomatic relations with each other. The protecting power is responsible for looking after the protected power's diplomatic property and citizens in the hosting state. If diplomatic relations were broken by the outbreak of war, the protecting power will also inquire into the welfare of prisoners of war and look after the interests of civilians in enemy-occupied territory. The institution of protecting power dates back to the Franco-Prussian War of 1870 and was formalized in the Geneva Convention of 1929.
