United States Transportation Command
The United States Transportation Command (USTRANSCOM) is one of the eleven Unified combatant command, unified commands of the United States Department of Defense. In both times of peace and war, USTRANSCOM's role is to provide the Department of Defense with air, land, and sea transportation. USTRANSCOM was founded in 1987 and is based at Scott Air Force Base in Illinois. The USTRANSCOM commander is Air Force General (United States), General Randall Reed. Components USTRANSCOM coordinates missions worldwide using both military and commerce, commercial transportation resources. It is composed of three service component commands: The United States Air Force, Air Force's Air Mobility Command, the United States Navy, Navy's United States Military Sealift Command, Military Sealift Command and the United States Army, Army's Surface Deployment and Distribution Command. Military Sealift Command has the responsibility for providing sealift and ocean transportation for all US military services as well as for other government agencies. It first came into existence on 9 July 1949 when the Military Sea Transportation Service (MSTS) became solely responsible for the Department of Defense's ocean transport needs. The MSTS was renamed the Military Sealift Command in 1970. Sealift is a term used predominantly in military logistics and refers to the use of cargo ships for the deployment of military assets, such as weaponry, vehicles, military personnel, and supplies. It complements other means of transport, such as strategic airlifts, in order to enhance a state's ability to project power. Sealift shipping falls into three broad categories: dry cargo freighters, liquid tankers, and passenger or troop ships. During joint operations, dry cargo ships may transport equipment and supplies required to conduct and sustain the operation; tankers carry fuel; while passenger and troop ships carry personnel to the theater and allow the evacuation of noncombatants or those in need of medical aid. Civil Reserve Air Fleet
The Civil Reserve Air Fleet (CRAF) is part of the United States's mobility resources. Selected aircraft from U.S. airlines, contractually committed to Civil Reserve Air Fleet, support United States Department of Defense airlift requirements in emergencies when the need for airlift exceeds the capability of available military aircraft. History In 1952, after aircraft were commandeered for the Berlin Airlift, the Civil Reserve Air Fleet (CRAF) was created as a more orderly way of serving emergency military needs. National Emergencies Act
The National Emergencies Act (NEA) (, codified at –1651) is a United States federal law enacted to end all previous national emergencies and to formalize the emergency powers of the president. The Act empowers the president to activate special powers during a crisis but imposes certain procedural formalities when invoking such powers. The perceived need for the law arose from the scope and number of laws granting special powers to the executive in times of national emergency. Congress can terminate an emergency declaration with a joint resolution enacted into law. The McDonnell Douglas KC-10 Extender is an American tanker and cargo aircraft that was operated by the United States Air Force (USAF) from 1981 to 2024. A military version of the three-engine DC-10 airliner, the KC-10 was developed from the Advanced Tanker Cargo Aircraft Program. The McDonnell Douglas/Boeing C-17 Globemaster III is a large military transport aircraft developed for the United States Air Force (USAF) between the 1980s to the early 1990s by McDonnell Douglas.
