Tier 1 Carrier
A Tier 1 network is an Internet Protocol (IP) network that can reach every other network on the Internet solely via settlement-free interconnection (also known as settlement-free peering). Tier 1 networks can exchange traffic with other Tier 1 networks without paying any fees for the exchange of traffic in either direction. In contrast, some Tier 2 networks and all Tier 3 networks must pay to transmit traffic on other networks. There is no authority that defines tiers of networks participating in the Internet. The most common and well-accepted definition of a Tier 1 network is a network that can reach every other network on the Internet without purchasing IP transit or paying for peering. By this definition, a Tier 1 network must be a transit-free network (purchases no transit) that peers for free with every other Tier 1 network and can reach all major networks on the Internet. The Internet Protocol (IP) is the network layer communications protocol in the Internet protocol suite for relaying datagrams across network boundaries. Its routing function enables internetworking, and essentially establishes the Internet. An autonomous system (AS) is a collection of connected Internet Protocol (IP) routing prefixes under the control of one or more network operators on behalf of a single administrative entity or domain, that presents a common and clearly defined routing policy to the Internet.
