Provinces Of Rwanda
The provinces of Rwanda (Kinyarwanda: ''intara'') are divided into districts (''akarere'') and municipalities (''umujyi''). Prior to January 1, 2006, Rwanda was composed of 12 provinces. The Rwandan government decided to establish new provinces in an attempt to address issues that arose from the Rwandan genocide. The new provinces were to be "ethnically-diverse administrative areas". Until 2002, the provinces were called prefectures (''perefegitura''). Districts Of Rwanda
The five provinces of Rwanda are divided into 30 districts (Kinyarwanda: ''uturere'', sing. ''akarere''). Each district is in turn divided into sectors (Kinyarwanda: ''imirenge'', sing. ''umurenge''), which are in turn divided into ''cells'' (Kinyarwanda: ''utugali'', sing. ''akagali''), which are in turn divided into ''villages'' (Kinyarwanda: ''imidugudu'', sing. ''umudugudu''). Prior to 2002, Rwanda was composed of prefectures, subprefectures (which were sometimes called "districts") and 154 communes (Kinyarwanda: ''imijyi'', sing. ''umujyi''). Northern Province ( rw, Intara y'Amajyaruguru; french: Province du Nord; nl, Noordelijke Provincie) is one of Rwanda's five provinces. It was created in early January 2006 as part of a government decentralization program that re-organized the country's local government structures. Northern Province comprises most of the former provinces of Ruhengeri and Byumba, along with northern portions of Kigali Rural. It is divided into the districts of Burera, Gicumbi, Gakenke, Musanze, and Rulindo. The capital city of Northern Province is Musanze. Eastern Province ( rw, Intara y'Iburasirazuba; french: Province de l'Est; nl, Oostelijke Provincie) is the largest, the most populous and the least densely populated of Rwanda's five provinces. It was created in early January 2006 as part of a government decentralization program that re-organized the country's local government structures. It has seven districts: Bugesera, Gatsibo, Kayonza, Ngoma, Kirehe, Nyagatare and Rwamagana. The capital city of the Eastern Province is Rwamagana. Kigali () is the capital and largest city of Rwanda. It is near the nation's geographic centre in a region of rolling hills, with a series of valleys and ridges joined by steep slopes. In the year 2000, Rwanda began a decentralization process by adopting a National Decentralization Policy. The policy's objective were to promote good governance, to reduce poverty and to promote efficient, effective, and accountable service delivery. As a result, local governments have become main implementers of national policies, executing more than 25% of the domestic budget in 2011-2012 and employing 50% of the Rwandan administration.
