Stéphane Dujarric
Stéphane Dujarric de la Rivière (born in 1965) is the Spokesman for the United Nations Secretary-General António Guterres. He was appointed to this position on 19 February 2014, by the previous Secretary-General, Ban Ki-moon. Dujarric had previously served as Spokesman for United Nations Secretary-General Kofi Annan from 2005 to 2006 and then Deputy Communications Director for Secretary-General Ban Ki-moon from 2006 to 2007. Career Prior to his current appointment, Dujarric was Director of News and Media for the United Nations Department of Public Information, a position that he had held since March 2011. In this role, he oversaw the UN's television, radio and photo operations. He coordinates the work of the main United Nations news sites, operating in eight languages. Oil-for-Food Scandal
The Oil-for-Food Programme (OIP), established by the United Nations in 1995 (under UN Security Council Resolution 986) was established to allow Iraq to sell oil on the world market in exchange for food, medicine, and other humanitarian needs for ordinary Iraqi citizens without allowing Iraq to boost its military capabilities. The programme was introduced by United States President Bill Clinton's administration in 1995, as a response to arguments that ordinary Iraqi citizens were inordinately affected by the international economic sanctions aimed at the demilitarisation of Saddam Hussein's Iraq, imposed in the wake of the first Gulf War. The sanctions were discontinued on 21 November 2003 after the U.S. invasion of Iraq, and the humanitarian functions turned over to the Coalition Provisional Authority.
