Santa Rosa, officially the City of Santa Rosa ( fil, Lungsod ng Santa Rosa), is a 1st class Cities of the Philippines#Legal classification, component city in the Provinces of the Philippines, province of Laguna (province), Laguna, Philippines. According to the 2020 census, it has a population of 414,812 people. It is the second largest local government unit in Laguna after Calamba, Laguna, Calamba. On August 28, 2019, President Rodrigo Duterte signed Republic Act No. 11395, which separated the city from the #1st District, first district, allowing it to elect its Legislative district of Santa Rosa, separate representative beginning in the 2022 Philippine general election, 2022 elections. Santa Rosa Arch
The Santa Rosa Arch, also known as the Bantayang Bato, is a monument in the city of Santa Rosa in Laguna, Philippines. History The original structure was built between 1859 and 1860 and was patterned after the Arc de Triomphe in Paris, France. It was commissioned to be built by Arcadio Arambulo. It was built as a replacement to an old guard tower which was used by the Spanish colonial authorities to guard the then-town from bandits. The current structure was erected in 1925 during the tenure of Municipal President Jose Zavalla. Local sculptor David Diaz was commissioned to renovate the arch in 1931. Since the 1931 renovation, the arch exhibits Art Deco characteristics. Features The monument features four lion sculptures which is symbolically meant to be the guardians of Santa Rosa. The National Unity Party (NUP) is a political party in the Philippines. The party was formed in 2010 by former members of Lakas-Kampi CMD who broke away after internal discontent within the party. The Internal Revenue Allotment (IRA) is a local government unit’s (LGU) share of revenues from the Philippine national government. Provinces, independent cities, component cities, municipalities, and barangays each get a separate allotment. The allotment is largely based upon the type of government they are and a formula based upon their land area and population. Section 284 of the Local Government Code of the Philippines (RA 7160) sets up the formula for the distribution of the allotment. All or nearly all of the revenue that a local government has to spend comes from their IRA, though some local governments also have additional local sources of revenue such as property taxes and government fees.
