A regional lockout (or region coding) is a class of digital rights management preventing the use of a certain product or service, such as multimedia or a hardware device, outside a certain region or territory. A regional lockout may be enforced through physical means, through technological means such as detecting the user's IP address or using an identifying code, or through unintentional means introduced by devices only supporting certain regional technologies (such as Videotape format war, video formats, i.e., NTSC and PAL). Digital rights management (DRM) is the management of legal access to digital content. Various tools or technological protection measures (TPM) such as access control technologies can restrict the use of proprietary hardware and copyrighted works. DRM technologies govern the use, modification, and distribution of copyrighted works (such as software and multimedia content), as well as systems that enforce these policies within devices. Laws in many countries criminalize the circumvention of DRM, communication about such circumvention, and the creation and distribution of tools used for such circumvention. Such laws are part of the United States' Digital Millennium Copyright Act (DMCA), and the European Union's Information Society Directive (the French DADVSI is an example of a member state of the European Union implementing the directive). Presario is a discontinued line of consumer desktop computers and notebooks originally produced by Compaq. The Presario family of computers was introduced in September 1993. In the mid-1990s, Compaq began manufacturing PC monitors as part of the Presario brand. A series of all-in-one units, containing both the PC and the monitor in the same case, were also released. After Compaq merged with HP in 2002, the Presario line of desktops and laptops were sold concurrently with HP’s other products, such as the HP Pavilion. HP Pavilion is a line of consumer-oriented laptop and desktop computers produced by HP Inc. It was introduced in 1995 by Hewlett-Packard.
