The concept of race or ethnicity in contemporary Singapore emerged from the attitudes of the colonial authorities towards race and ethnicity. Before the early 2000s, the four major races in Singapore were the Chinese, Malays, Indians and Eurasians. Today, the Chinese-Malay-Indian-Others (CMIO) model is the dominant organising framework of race in Singapore. Race informs government policies on a variety of issues such as political participation, public housing and education. However, the state's management of race, as well as the relevance of the CMIO model, has been a point of contention amongst some in recent years. Community Development Council
The Community Development Council (CDC; ms, Majlis Pembangunan Masyarakat; zh, 社区发展理事会; ta, சமூக மேம்பாட்டு மன்றம்) is a government-led programme to organise grassroot organisations and community programs into smaller, local units as a bridge between the government and the community in Singapore. It encourages volunteerism from wider community, and organises community and social assistance programs with the help of a monetary grant from the government. The Singapore Civil Defence Force (SCDF) is an uniformed organisation in Singapore under the Ministry of Home Affairs that provides emergency services such as firefighting, technical rescue, and emergency medical services, and coordinates national civil defence programme. The Singapore Indian Development Association (SINDA) is a self-help group (SHG) for the Singaporean Indian community.
