Presidential Assistant For Food Security And Agricultural Modernization
The Presidential Assistant for Food Security and Agricultural Modernization (PAFSAM) was a Cabinet-level position under the Office of the President of the Philippines. It was created on May 5, 2014, by President Benigno Aquino III. The PAFSAM has oversight responsibilities for the four largest executive agencies which were formerly under the purview of the Department of Agriculture (DA): the Fertilizer and Pesticide Authority (FPA), the National Food Authority (NFA), the National Irrigation Administration (NIA), and the Philippine Coconut Authority (PCA). Former Senator Francis Pangilinan was named as the first PAFSAM. A demonstration farm, or model farm, is a farm which is used primarily to research or demonstrate various agricultural techniques, with any economic gains being an added bonus. Demonstration farms are often owned and operated by educational institution or government ministries. It is also common to rent land from a local farmer. Orlan Agbin Calayag (born July 22, 1974) is a Filipino politician, who is currently serving as Mayor of Dolores, Quezon. Formerly the administrator of the Philippines' National Food Authority (NFA), he was later appointed the Assistant Secretary for Project Planning & Development at the Department of Agriculture. Calayag grew up in the Philippines before emigrating to the United States, then later returned to the Philippines and became the NFA's head on the recommendation of Secretary of Agriculture Proceso Alcala.
