President Of Tynwald
The President of Tynwald (''Eaghtyrane Tinvaal'') is the presiding officer at the sittings of Tynwald Court in Douglas and is elected by the members of Tynwald from amongst their number. The first elected President, Charles Kerruish, was elected in 1990 and held office until his retirement in 2000. The presiding officer remains impartial but has, in the case of a tied vote in the Legislative Council on a division, has a casting vote. The President authorises the Order Paper for sittings, is responsible for controlling the procedure of Tynwald Court and for the authoritative interpretation of its Standing Orders. This is mostly mirrored in the office of the Speaker of the House of Keys. Prior to 1990, the post was held ''ex officio'' by the Lieutenant Governor. Laurence Skelly
Laurence David Skelly MLC is a Manx politician, who has served as President of Tynwald since July 2021. Political career He was elected as one of the three MHKs for Rushen in 2011, with 19.4% of the vote and was re-elected in 2016 as one of the two members for the new Rushen constituency following the boundary review in 2013 with 21% of the vote. In March 2014 he was appointed Minister for Infrastructure and following the resignation of John Shimmin in July of that year was appointed Minister for Economic Development. Following the 2016 Manx general election, Skelly considered standing as Chief Minister but decided not to do so and instead continued to hold the Economic Development portfolio within the Howard Quayle administration. The President of the Legislative Council (''Eaghtyrane y Choonceil Slattyssagh'') is the principal officer of the Legislative Council of the Isle of Man. Until 1980, the Lieutenant Governor presided ''ex officio''. From 1980 to 1990, the members elected a president from among their number. Since 1990, the President of Tynwald has been elected by the members of Tynwald from among their number and sits ''ex officio'' as the President of the Legislative Council. The president of the council, as the presiding officer, remains impartial. but has casting vote; that is, in the case of a tied vote, the president breaks the tie. Juan Paul Watterson FCA CMgr FCMI FRSA SHK (born 1980) is a Manx politician, who is Speaker of the House of Keys, and a member for Rushen, in the Isle of Man. Early life Born in 1980 to John and Alison Watterson, he was educated at Rushen Infants School, Rushen Junior School and Castle Rushen High School. Steve Rodan
Stephen Charles Rodan MLC (born 19 April 1954) is a Manx politician who served as the President of Tynwald from 2016 to 2021 and is a former Minister of the Isle of Man Government and former MHK for the constituency of Garff. He was first elected to the seat in a by-election in 1995. He has been Isle of Man County Chairman of the Royal British Legion since 2012. Rodan was educated at the High School of Glasgow and the University of Edinburgh, before graduating from Heriot-Watt University, Edinburgh, with a BSc (Hons) in pharmacy. Clare Margaret Christian OBE CP (born 11 September 1945) is a Manx politician, who was President of Tynwald until 2016. She is a former member of the Legislative Council and former Health Minister in the Isle of Man Government. Christian is the daughter of Sir Charles Kerruish, President of Tynwald and Chairman of the Executive Council. Her sister is Anne Craine, the former Treasury Minister. She is a graduate of the University of London with a degree in Physics and Chemistry, and previously worked as a research chemist for Cadbury Schweppes. She was also the Island Guide Commissioner from 1991 to 1996. Christian became an MHK at her first attempt for the Ayre constituency in March 1980, but failed to be re-elected in 1986. She was, however, appointed an MLC in 1993 and was appointed Health Minister in 1996, overseeing the construction of the new Noble's Hospital. Noel Cringle
Noel Quayle Cringle OBE (16 December 1937 – 28 August 2021) was President of Tynwald, the legislature of the Isle of Man, from 2000 to 2011. Cringle was born and raised in Ballabeg, educated at Castle Rushen High School and became a farmer and later an auctioneer (Central Marts Limited). Married to Mary, with two sons. He was an Arbory Parish Commissioner from 1964 to 1974. He was first elected a Member of the House of Keys in 1974 as a member for Rushen. He lost his seat in 1986, whilst Chairman of the Home Affairs Board, but regained it in 1991, continuing as a Member for Rushen until 2000. From 1996 to 2000 he was Speaker of the House of Keys. From 2000 to 2011 he was President of Tynwald, and thus a member of the Legislative Council. He was appointed Officer of the Order of the British Empire (OBE) in the 2008 New Year Honours. The Lieutenant Governor of the Isle of Man ( gv, Fo-chiannoort Vannin or ''Lhiass-chiannoort Vannin'') is the Lord of Mann's official personal representative in the Isle of Man. He has the power to grant royal assent and is styled "His Excellency". In recent times the governor has been either a retired diplomat or a senior military officer. Tynwald Day
Tynwald Day ( gv, Laa Tinvaal) is the National Day of the Isle of Man, usually observed on 5 July (if this is a Saturday or Sunday, then on the following Monday). On this day, the Island's legislature, Tynwald, meets at St John's, instead of its usual meeting place in Douglas. The session is held partly in the Royal Chapel of St John the Baptist and partly in the open air on the adjacent Tynwald Hill (a small artificial mound). The meeting, which dates back to the 10th century, is known as ''Midsummer Court''. It is attended by members of the two branches of Tynwald: the House of Keys and the Legislative Council. The Lieutenant Governor, the representative of the Lord of Mann, presides except on the occasions when the Lord of Mann or another member of the British Royal Family is present. In parliamentary procedure, a division of the assembly, division of the house, or simply division is a method of taking a vote that physically counts members voting. Historically, and often still today, members are literally divided into physically separate groups.
