Okhotsk Plate
The Okhotsk Plate is a minor tectonic plate covering the Kamchatka Peninsula, Magadan Oblast, and Sakhalin Island of Russia; Hokkaido, Kantō and Tōhoku regions of Japan; the Sea of Okhotsk, as well as the disputed Kuril Islands. It was formerly considered a part of the North American Plate, but recent studies indicate that it is an independent plate, bounded on the north by the North American Plate. The boundary is a left-lateral moving transform fault, the Ulakhan Fault originating from a triple junction in the Chersky Range. On the east, the plate is bounded by the Pacific Plate at the Kuril–Kamchatka Trench and the Japan Trench, on the south by the Philippine Sea Plate at the Nankai Trough, on the west by the Eurasian Plate, and on the southwest by the Amurian Plate. The Japan Trench is an oceanic trench part of the Pacific Ring of Fire off northeast Japan. It extends from the Kuril Islands to the northern end of the Izu Islands, and is at its deepest. It links the Kuril–Kamchatka Trench to the north and the Izu–Ogasawara Trench to its south with a length of . Subduction is a geological process in which the oceanic lithosphere is recycled into the Earth's mantle at convergent boundaries. Where the oceanic lithosphere of a tectonic plate converges with the less dense lithosphere of a second plate, the heavier plate dives beneath the second plate and sinks into the mantle. The term intraplate earthquake refers to a variety of earthquake that occurs ''within the interior'' of a tectonic plate; this stands in contrast to an interplate earthquake, which occurs ''at the boundary'' of a tectonic plate. Neftegorsk, Sakhalin Oblast
Neftegorsk (), formerly Vostok (, lit. ''east'') before 1970, is a ghost town in Sakhalin Oblast, Russia. Building The city was built in 1963. It was an urban-type oil-mining settlement, with its name meaning "Oil Town". Construction Minister Yefim Basin decided not to rebuild it after its destruction. Destruction It was devastated on May 28, 1995 by an earthquake, which measured 7.1 on the Richter scale, killing 2,040 people out of a total population of 3,197. An oil-producing town in northern Sakhalin, all buildings in Neftegorsk suffered extensive damage and many were completely destroyed, as they had been built with low quality concrete and were not designed to withstand seismic activity. It was the most destructive earthquake known within the current territory of Russia, with a magnitude of and maximum Mercalli intensity of IX (''Violent'') that devastated the oil town of Neftegorsk, where 1,989 of its 3,977 citizens were killed, and another 750 injured. 90% of the victims were killed by the collapse of 17 five-story residential buildings. The surface wave magnitude (M_s) scale is one of the magnitude scales used in seismology to describe the size of an earthquake. It is based on measurements of Rayleigh surface waves that travel along the uppermost layers of the Earth.
