Electoral system criteria In social choice, the negative response, perversity, or additional support paradox is a pathological behavior of some voting rules where a candidate loses as a result of having too much support (or wins because of increased opposition). In other words, increasing (decreasing) a candidate's ranking or rating causes that candidate to lose (win), respectively. Score voting, sometimes called range voting, is an electoral system for single-seat elections. Voters give each candidate a numerical score, and the candidate with the highest average score is elected. Bob Kiss
Bob Kiss (born April 1, 1947) is an American politician and former mayor of Burlington, Vermont. Kiss was a member of the Vermont House of Representatives from January 2001 until he stepped down to assume office as mayor of Burlington, following his election to that office in March 2006. He is a member of the Vermont Progressive Party. Kiss won re-election in 2009, and was endorsed by Vermont's Independent U.S. Senator Bernie Sanders. Instant-runoff voting (IRV; ranked-choice voting (RCV), preferential voting, alternative vote) is a single-winner ranked voting election system where Sequential loser method, one or more eliminations are used to simulate Runoff (election), runoff elections. When no candidate has a majority of the votes in the first round of counting, each following round eliminates the candidate with the fewest First-preference votes, first-preferences (among the remaining candidates) and transfers their votes if possible. Strategic or tactical voting is voting in consideration of possible ballots cast by other voters in order to maximize one's satisfaction with the election's results. Gibbard's theorem shows that no voting system has a single "always-best" strategy, i.e. one that always maximizes a voter's satisfaction with the result, regardless of other voters' ballots. This implies all voting systems can sometimes encourage voters to strategize. However, weaker guarantees can be shown under stronger conditions. Condorcet Cycle
In social choice theory, Condorcet's voting paradox is a fundamental discovery by the Marquis de Condorcet that majority rule is inherently self-contradictory. Party-list proportional representation Apportionment methods The quota or divide-and-rank methods make up a category of apportionment rules, i.e. algorithms for allocating seats in a legislative body among multiple groups (e.g. parties or federal states). The quota methods begin by calculating an entitlement (basic number of seats) for each party, by dividing their vote totals by an electoral quota (a fixed number of votes needed to win a seat, as a unit).
