Ministry Of Justice (Rwanda)
Established in 1961, the Ministry of Justice has gone by various names which have included Ministry of Internal Affairs and Justice (1965-1973), Ministry of Justice and Legal Affairs (1973-2000), and Ministry of Justice and Institutional Reforms (2000-2003). As of September 2007, per the Prime Minister's Order 18/03, the Ministry of Justice (Rwanda) was merged with the Office of the Attorney General. The ministry's main objectives include promoting statutory law, overseeing national legislation, and regulating law enforcement sectors. Gaspard Cyimana
Gaspard Cyimana (May 30, 1930 – February 6, 1982) was a Rwandan statesman, industrialist, economist, and leader of independence who served as the 1st Minister of Finance of Rwanda. Cyimana was one of the Founding Fathers of the Republic of Rwanda, signing the original 1961 Constitution of Rwanda and the subsequent 1962 Constitution of Rwanda. He was a top leader of Rwandan independence from Belgium. Cyimana was a leader of Hutu-Tutsi reconciliation, arguing for the necessity of a multi-ethnic society for Rwanda to be prosperous and economically feasible, and was a signer of the 1960 Entente Between the Tutsi-Hutu Youth of Rwanda. He served as the 1st Minister of Finance, Economic Affairs and Planning of Rwanda from 1960–1968. Sylvestre Nsanzimana
Sylvestre Nsanzimana (5 January 1936 – 1999) born in Gikongoro Province, Rwanda served as Prime Minister of Rwanda from 12 October 1991 to 2 April 1992. He belonged to the National Republican Movement for Democracy and Development and previously served as minister of justice in the government of Juvénal Habyarimana. He stepped down as prime minister following the refusal of opposition parties to take part in the government. Other works He also served as Rwanda's Minister of Foreign Affairs from 1969 to 1971. Agnès Ntamabyaliro Rutagwera
Agnès Ntamabyaliro Rutagwera (born 1937) is a Rwandan politician. Though she was of mixed Tutsi-Hutu descent and children of intermarriage were targets during the genocide, Rutagwera has been sentenced for her involvement in the genocide against Tutsi in Rwanda. Notably, she was accused of arranging the murder of Tutsi politician Jean-Baptiste Habyalimana, who resisted the genocide. Life Ntamabyariro was born in 1937 and she had a Tutsi mother and a Hutu father. In 1994 she was the minister of justice in the provisional government that was held responsible for the genocide that took place in Rwanda. Ntamabyariro is particularly accused of arranging for Jean-Baptiste Habyalimana to be killed. He was a Tutsi prefect who resisted the genocide. Tharcisse Karugarama
Tharcisse Karugarama is a Rwandan lawyer and politician. A lawyer/attorney by profession, Karugarama was the Minister of Justice and Attorney-General in the Rwandan government for about 7 years. A member of the RPF, Karugarama has played a role in the prosecution of crimes associated with the Rwandan genocide. Karugarama was one of the founding members of the RANU (Rwandan Alliance for National Unity ) in 1979. RANU later became known as RPF and it was one of the initial starting points for a movement that mobilized Rwandan refugees in Uganda to return to their homeland. He was a teacher at Kitante Hill School before getting actively involved in the RPF politics in 1990. Johnston Busingye is a Rwandan lawyer, who is the current High Commissioner of Rwanda to the United Kingdom. Previously, he served as the Minister of Justice and Attorney General, from 2013-2022.
