Louise Weiss Building
The city of Strasbourg in France is the official seat of the European Parliament. The institution is legally bound by the decision of Edinburgh European Council of 11 and 12 December 1992 and Article 341 of the TFEU to meet there twelve times a year for a session, each of which usually takes about four days. The majority of work, however, takes place in Brussels, and some other work is undertaken in Luxembourg City (see Location of European Union institutions for more information). Also all votes of the European Parliament must take place in Strasbourg. "Additional" sessions and committees take place in Brussels. Although ''de facto'' a majority of the Parliament's work is now geared to its Brussels site, it is legally bound to keep Strasbourg as its official home; a situation which garners much criticism from the European Parliament itself, as well as many interest groups, administrative staff, and environmentalist groups amongst others. The Parliament's five buildings, all ...

Low-pressure Area
In meteorology, a low-pressure area, low area or low is a region where the atmospheric pressure is lower than that of surrounding locations. Low-pressure areas are commonly associated with inclement weather (such as cloudy, windy, with possible rain or storms), while high-pressure areas are associated with lighter winds and clear skies. Winds circle anti-clockwise around lows in the northern hemisphere, and clockwise in the southern hemisphere, due to opposing Coriolis forces. Low-pressure systems form under areas of wind divergence that occur in the upper levels of the atmosphere (aloft). The formation process of a low-pressure area is known as cyclogenesis. In meteorology, atmospheric divergence aloft occurs in two kinds of places: * The first is in the area on the east side of upper troughs, which form half of a Rossby wave within the Westerlies (a trough with large wavelength that extends through the troposphere). * A second is an area where wind divergence aloft occu ...

The name of the festival alludes to the Low Countries, the region encompassing the Netherlands and Flanders. The aim of the festival was to get the Hungarian audience acquainted with contemporary Dutch and Flemish culture. Besides this the festival's goal was to establish a sustainable cooperation between Dutch, Flemish and Hungarian organisations and artists. The LOW Festival brought a wide variety of Dutch and Flemish visual arts, design, performing arts, feature films, documentaries, contemporary, classical, jazz and pop music to Hungary. The LOW Festival was initiated by the Royal Netherlands Embassy and the Flemish Representation in Budapest, the organizational tasks were carried out by the Low Festival Centre, which was opened by the Hungarian Minister of Foreign Affairs ...

While large volumes of water can be found throughout the Solar System, only Earth sustains liquid surface water. About 71% of Earth's sur ... after the start of the sun's expansion into a red giant has made the surface uninhabitable. It follows the lives of the two million survivors in the underwater city of Salus; its helmsmen, the Caine family; and its pirate enemies. Low (computability)
In computability theory, a Turing degree 'X''is low if the Turing jump 'X''′is 0′. A set is low if it has low degree. Since every set is computable from its jump, any low set is computable in 0′, but the jump of sets computable in 0′ can bound any degree r.e. in 0′ (Schoenfield Jump Inversion). ''X'' being low says that its jump ''X''′ has the least possible degree in terms of Turing reducibility for the jump of a set. There are various related properties to low degrees: * A degree is ''lown'' if its n'th jump is the n'th jump of 0.C. J. Ash, J. Knight, ''Computable Structures and the Hyperarithmetical Hierarchy'' (Studies in Logic and the Foundation of Mathematics, 2000), p. 22 * A set ''X'' is ''generalized low'' if it satisfies ''X''′ ≡T ''X'' + 0′, that is: if its jump has the lowest degree possible. * A degree d is ''generalized low n'' if its n'th jump is the (n-1)'st jump of the join of d with 0′. More generally, pr ...

Low (complexity)
In computational complexity theory, a language ''B'' (or a complexity class ''B'') is said to be low for a complexity class ''A'' (with some reasonable relativized version of ''A'') if ''A''''B'' = ''A''; that is, ''A'' with an oracle for ''B'' is equal to ''A''. Such a statement implies that an abstract machine which solves problems in ''A'' achieves no additional power if it is given the ability to solve problems in ''B'' at unit cost. In particular, this means that if ''B'' is low for ''A'' then ''B'' is contained in ''A''. Informally, lowness means that problems in ''B'' are not only solvable by machines which can solve problems in ''A'', but are “easy to solve”. An ''A'' machine can simulate many oracle queries to ''B'' without exceeding its resource bounds. Results and relationships that establish one class as low for another are often called lowness results. The set of languages low for a complexity class ''A'' is denoted ''Low(A)''. Classes that are low for themselve ...

Launch On Warning
Launch on warning (LOW), or fire on warning, is a strategy of nuclear weapon retaliation that gained recognition during the Cold War between the Soviet Union and the United States. With the invention of intercontinental ballistic missiles (ICBMs), launch on warning became an integral part of mutually-assured destruction (MAD) theory. Under the strategy, a retaliatory strike is launched upon warning of enemy nuclear attack while its missiles are still in the air and before detonation occurs. US land-based missiles can reportedly be launched within 5 minutes of a presidential decision to do so and submarine-based missiles within 15 minutes. History Before the introduction of intercontinental ballistic missiles (ICBMs), the US Strategic Air Command (SAC) had multiple bombers on patrol at all times in a program known as Operation Chrome Dome. In the event of a Soviet nuclear strike, SAC would order its already-airborne bombers to fly to the other country and to drop their nuclear ...

Laid (album)
''Laid'' is the fifth studio album by British rock band James. It was released on 27 September 1993 through Fontana Records. The album's sound, which is "stripped-down" as compared to their prior releases, was inspired by their recent experience touring as supporting act to Neil Young. Enlisting Brian Eno as producer, James recorded for six weeks at The Windings in Wrexham, Wales, and Real World Studios in Box, Wiltshire. The sessions also resulted in the experimental sixth studio album '' Wah Wah'' (1994). The album's lead single, "Sometimes (Lester Piggott),", was released on 30 August 1993. Bolstered by the song's success, James toured the US as part of the WOMAD festival. " Laid" was released as the album's second single on 1 November 1993. The band toured the UK the following month, supported Duran Duran in the US, and finally embarked on their own US tour. ''Laid'' has been re-pressed on vinyl three times; it was reissued on CD in 2001, in 2015 as a standalone rele ...
