The Government Palace (Spanish: ''Palacio de Gobierno''), also known as the House of Pizarro, is the seat of the executive branch of the Peruvian Government, and the official residence of the President of Peru. The palace is a stately government building, occupying the northern side of the Plaza Mayor in Peru's capital city, Lima. Set on the Rímac River, the palace occupies the site of a very large huaca ("revered object") that incorporated a shrine to Taulichusco, the last kuraka (indigenous governor) of Lima. The first Government Palace was built by Francisco Pizarro, governor of New Castile, in 1535. When the Viceroyalty of Peru was established in 1542, it became the viceroy's residence and seat of government. Blasco Núñez Vela (c. 1490 – January 18, 1546) was the first Spanish viceroy of South America ("Viceroyalty of Peru"). Serving from May 15, 1544 to January 18, 1546, he was charged by Charles V with the enforcement of the controversial New Laws, which dealt with the failure of the encomienda system to protect the indigenous people of America from the rapacity of the conquistadors and their descendants. Origins Núñez Vela was a native of Ávila, born into an ancient and noble family. The Núñez Vela family, lords of Tabadillo, lived in this area from at least 1403. Diego López de Zúñiga y Velasco, 4th Count of Nieva ( es, Diego López de Zúñiga y Velasco, cuarto conde de Nieva) (c. 1510 – February 20, 1564 in Lima, Peru) was the fourth viceroy of Peru, from April 17, 1561 to his death on February 20, 1564. Early career López de Zúñiga was a knight of the military Order of Santiago, and from 1553 to 1559, governor of Galicia. He was named Peruvian viceroy in late 1560 by King Philip II to replace Andrés Hurtado de Mendoza, 3rd Marquis of Cañete, who had been recalled. López de Zúñiga arrived in Lima and took up the office on February 20, 1561. Hurtado was guarda mayor (governor) of Cuenca, Spain, and royal chief huntsman of Castile, succeeding his father in both those positions. Melchor Bravo de Saravia y Sotomayor (1512 – 1577) was a Spanish conquistador, interim viceroy of Peru, and Royal Governor of Chile. Early career He was born in Soria, Spain, the son of Juan de Saravia and María Mayor de Vera y Morales. In 1538 he completed his studies at the College of Bologna. He entered the royal service as oidor (judge) in Naples. In 1547 he was named to the Audiencia of Granada. In 1549 he was transferred to America in order to found the Audiencia of New Granada. Later he was transferred to Lima, where Pedro de La Gasca had reinstalled the Audiencia in 1549. As president of the Audiencia in Lima he occupied the position of interim Viceroy of Peru from July 1552 to July 1556. Antonio de Mendoza y Pacheco (, ; 1495 – 21 July 1552) was a Spanish colonial administrator who was the first Viceroy of New Spain, serving from 14 November 1535 to 25 November 1550, and the third Viceroy of Peru, from 23 September 1551, until his death on 21 July 1552.
