Köksal Toptan
Köksal Toptan (born 1943, in Rize) is a Turkish lawyer, politician and a member of the Justice and Development Party. He earlier served as government minister in three cabinets. He was the speaker of the Grand National Assembly of Turkey between August 2007 and August 2009. He was educated in the Faculty of Law at Istanbul University. He worked as a lawyer following his graduation. Köksal Toptan entered politics first at regional level in Zonguldak. Later, he was elected to the parliament as Deputy of Zonguldak and Bartın. He served as Minister of State in the 6th Süleyman Demirel cabinet (12 November 1979 – 12 September 1980), as Minister of National Education in the 7th Demirel cabinet (23 June 1991 – 25 June 1993) and then as Minister of Culture in the 2nd Tansu Çiller cabinet (5 October 1995 – 30 October 1995). Recep Tayyip Erdoğan (born 26 February 1954) is a Turkish politician serving as the 12th and current president of Turkey since 2014. He previously served as prime minister of Turkey from 2003 to 2014 and as mayor of Istanbul from 1994 to 1998. Hulusi Güvel
The ''hulusi'' (traditional: 葫蘆絲; simplified: 葫 芦 丝; pinyin: húlúsī), also known as the cucurbit flute and the gourd flute is a free reed wind instrument from China, Vietnam and the Shan State and by the indigenous people of Assam. It is held vertically and has three bamboo pipes that pass through a Calabash gourd wind chest; the center pipe has finger holes and the outer two are typically drone pipes. It is not uncommon for a ''hulusi'' to have only one drone pipe while the second outer pipe is merely ornamental. The drone pipe has a finger hole which allows it to be stopped. Advanced configurations have keyed finger holes similar to a clarinet or oboe, which can greatly extend the range of the ''hulusi'' to several octaves. Dengir Mir Mehmet Fırat
Dengir Mir Mehmet Fırat (8 August 1943 – 11 July 2019) was a Turkish politician of Kurdish origin who was one of the founders of the Justice and Development Party (AKP) in 2001. He served as a Member of Parliament for the Grand National Assembly from 1999 to 2011 and again from 2015 to 2018 as a member of the Peoples' Democratic Party (HDP). The Democratic Society Party ( tr, Demokratik Toplum Partisi, DTP, Kurdish: ''Partiya Civaka Demokratîk'', PCD) was a Kurdish nationalist political party in Turkey. The Grand National Assembly of Turkey ( tr, ), usually referred to simply as the TBMM or Parliament ( tr, or ''Parlamento''), is the unicameral Turkish legislature. D'Hondt Formula
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received. For example, if a party wins one-third of the votes then it should gain about one-third of the seats. Turkey is divided into 81 provinces ( tr, il). Each province is divided into a number of districts (). Each provincial government is seated in the central district ().
