The Legal Adviser of the Department of State is a position within the United States Department of State. The legal adviser provides legal advice on all issues (domestic and international) arising in the course of the department's activities. The legal adviser heads the State Department's Office of the Legal Adviser. As such, the legal adviser has the rank of Assistant Secretary. History From 1870 to 1891, the examiner of claims had been the chief legal officer of the department. The solicitor, a Department of Justice employee, had functioned as the Department of State's chief legal officer from 1891 to 1931. Abram Chayes (July 18, 1922 – April 16, 2000) was an American scholar of international law closely associated with the administration of John F. Kennedy. He is best known for his "legal process" approach to international law, which attempted to provide a new, less formalistic way of understanding international law and how it might further develop. Roberts Bishop Owen (February 11, 1926 – March 10, 2016) was an American lawyer and diplomat. He served as Legal Adviser of the Department of State from 1979 to 1981 and acted as a mediator and arbitrator in several international disputes. Early life Owen was born in Boston and attended Phillips Exeter Academy. He served in the U.S. Navy during World War II before receiving undergraduate and law degrees at Harvard University in 1948 and 1951, respectively.
