The show centers on fourth grader Arnold Shortman, who lives with his grandparents in an inner-city tenement in the fictional city of Hillwood. Episodes center on his experiences navigating urban life while dealing with the zany hijinks he and his friends encounter. Many episodes, however, focus on other characters, including major, secondary, supporting, and even minor characters. Bartlett's idea for the show is based on a minor character named Arnold who he created while working on '' Pee-wee's Playhouse''. ''All Grown Up!'' is an American animated television series developed by Kate Boutilier, Eryk Casemiro, and Monica Piper for Nickelodeon. (advertised as ''Action League Now!: The Series'' when packaged into a half-hour block) is a series of stop motion shorts that aired as part of both '' All That'' and '' KaBlam!'' on Nickelodeon. It was made using "chuckimation", a combination of stop-frame animation and live-action shots where things are simply thrown ("'' chucked''") or dropped into frame to simulate movement, and wiggled around to simulate talking.
