The lieutenant governor of Illinois is the second highest executive of the State of Illinois. In Illinois, the lieutenant governor and governor run on a joint ticket and are directly elected by popular vote. Gubernatorial candidates select their running mates when filing for office and appear on the primary election ballot together. When the governor of Illinois becomes unable to discharge the duties of that office, the lieutenant governor becomes acting governor. If the governor dies, resigns or is removed from office, the lieutenant governor becomes governor. Under the Illinois Constitution, the Attorney General is next in line of succession to the Governor's office after the lieutenant governor, but does not succeed to the lieutenant governor's office. The Great Seal of the State of Illinois is the official emblem of the U.S. state of Illinois, and signifies the official nature of a document produced by the state. The present seal was designed and proposed in 1868 and officially adopted in 1869. It depicts in profile a bald eagle perched on a rock with wings uplifted and holding a shield, with a banner in its beak and sunrise over water in the background. It replaced an earlier seal that was almost the same as the Great Seal of the United States, adopted when Illinois became a state in 1818. The flag of the state of Illinois bearing the central elements of the seal on a white field was adopted in 1915, and the word ''Illinois'' was added to the flag in 1970. ''The Pantagraph'' is a daily newspaper that serves Bloomington–Normal, Illinois, along with 60 communities and eight counties in the Central Illinois area. Its headquarters are in Bloomington and it is owned by Lee Enterprises. The name is derived from the Greek words "panta" and "grapho," which has a combined meaning of "write all things." David Courtland O'Neal (January 24, 1937 – July 10, 2021) was an American law enforcement officer and politician who served as the 41st Lieutenant Governor of Illinois from 1977 to 1981. For six years he served as Saint Clair County Sheriff, the first Republican to hold that office in twenty years. Background O’Neal was born January 24, 1937, in Belleville, Illinois. The president of the Illinois Senate is the presiding officer of the Illinois Senate, the upper house of the Illinois General Assembly.
