It was resumed after the Second World War and run by the Communist Party of the Soviet Union; it continued until the end of the Soviet Union. The ILS taught both academic courses and practical underground political techniques with a view to developing a core disciplined and reliable communist political cadres for assignment in communist parties around the world. Establishment The International Lenin School (ILS) was founded in 1926 as an instrument for the "Bolshevisation" of the Communist International (Comintern) and its national sections, following the resolutions of the Fifth World Congress of the Comintern.J.T. Iterated Local Search
Iterated Local Search (ILS) is a term in applied mathematics and computer science defining a modification of local search or hill climbing methods for solving discrete optimization problems. Local search methods can get stuck in a local minimum, where no improving neighbors are available. A simple modification consists of ''iterating'' calls to the local search routine, each time starting from a different initial configuration. This is called ''repeated local search'', and implies that the knowledge obtained during the previous local search phases is not used. Learning implies that the previous history, for example the memory about the previously found local minima, is mined to produce better and better starting points for local search. The implicit assumption is that of a ''clustered distribution of local minima'': when minimizing a function, determining good local minima is easier when starting from a local minimum with a low value than when starting from a random point. The ...

Instrument Landing System
In aviation, the instrument landing system (ILS) is a precision radio navigation system that provides short-range guidance to aircraft to allow them to approach a runway at night or in bad weather. In its original form, it allows an aircraft to approach until it is over the ground, within a of the runway. At that point the runway should be visible to the pilot; if it is not, they perform a missed approach. Bringing the aircraft this close to the runway dramatically increases the range of weather conditions in which a safe landing can be made. Other versions of the system, or "categories", have further reduced the minimum altitudes, runway visual ranges (RVRs), and transmitter and monitoring configurations designed depending on the normal expected weather patterns and airport safety requirements. ILS uses two directional radio signals, the ''localizer'' (108 to 112 MHz frequency), which provides horizontal guidance, and the ''glideslope'' (329.15 to 335 MHz frequen ...

Integrated Library System
An integrated library system (ILS), also known as a library management system (LMS), is an enterprise resource planning system for a library, used to track items owned, orders made, bills paid, and patrons who have borrowed. An ILS usually is constituted of a relational database, software to interact with that database, and two graphical user interfaces (one for patrons, one for staff). Most ILSes separate software functions into discrete programs called modules, each of them integrated with a unified interface. Examples of modules might include: * acquisitions (ordering, receiving, and invoicing materials) * cataloging (classifying and indexing materials) * circulation (lending materials to patrons and receiving them back) * serials (tracking magazine, journals, and newspaper holdings) * online public access catalog or OPAC (public user interface) Each patron and item has a unique ID in the database that allows the ILS to track its activity. History Pre-computerization Prio ...

Internet Locator Server
{{Unreferenced, date=December 2009 An Internet Locator Server (abbreviated ILS) is a server that acts as a directory for Microsoft NetMeeting clients. An ILS is not necessary within a local area network and some wide area networks in the Internet because one participant can type in the IP address of the other participant's host and call them directly. An ILS becomes necessary when one participant is trying to contact a host who has a private IP address internal to a local area network that is inaccessible to the outside world, or when the host is blocked by a firewall. An ILS is also useful when a participant has a different IP address during each session, e.g., assigned by the Dynamic Host Configuration Protocol. There are two main approaches to using Internet Location Servers: use a public server on the Internet, or run and use a private server. Private Internet Location Server The machine running an Internet Location Server must have a public IP address. If the network running a ...

Insurance-Linked Securities (ILS)
Insurance-linked securities (ILS) are broadly defined as financial instruments whose values are driven by insurance loss events. Those such instruments that are linked to property losses due to natural catastrophes represent a unique asset class, the return from which is uncorrelated with that of the general financial market. Overview Insurance companies are in the business of assuming risk for individuals and institutions. They manage those risks by diversifying over a large number of policies, perils and geographic regions. There are two important ways insurers profit in this business. One is by selling portfolios of insurance policies grouped into packages, to interested investors. The risk from low severity, high probability events can be diversified by writing a large number of similar policies. This reduces an insurer’s risk because should a policy default, then the loss is shared between a large number of investors. The second way insurers profit on policies is by re-in ...
