The Cannabis Regulation and Tax Act (Illinois House Bill 1438) is an act legalizing and regulating the production, consumption, and sale of cannabis in Illinois. It was approved by both houses by May 31, 2019 and came into effect January 1, 2020. It marked the first act of a U.S. state legislature creating a regulated cannabis system (versus a voter initiative as enacted in Colorado, Washington State and California, or an unregulated system as in Vermont or the District of Columbia). Cannabis in Illinois is legal for both medical and recreational use. Illinois became the eleventh state in the US to legalize recreational marijuana effective January 1, 2020. With the passage of the Illinois Cannabis Regulation and Tax Act in 2019, Illinois became the first state in the nation to legalize recreational sales by an act of the state legislature, as previous states had legalized sales by voter initiatives. Kelly Cassidy (born 1967/1968) is an American politician from Chicago. She is a Democrat and a member of the Illinois House of Representatives. She was appointed to represent the 14th district, on Chicago's North Side, in April 2011 following incumbent Harry Osterman's election to the Chicago City Council. She took office on May 16, 2011. Expungement in the United States is a process which varies across jurisdictions. Many states allow for criminal records to be sealed or expunged, although laws vary by state. Some states do not permit expungement, or allow expungement under very limited circumstances.
