Humanitarian Principles
There are a number of meanings for the term humanitarian. Here, humanitarian pertains to the practice of saving lives and alleviating suffering. It is usually related to emergency response (also called humanitarian response) whether in the case of a natural disaster or a man-made disaster such as war or other armed conflict. Humanitarian principles govern the way humanitarian response is carried out. Humanitarian principles are a set of principles that governs the way humanitarian response is carried out. The principle is central to establishing and maintaining access to affected populations in natural disasters or complex emergency situations. In disaster management, compliance with the principles are essential elements of humanitarian coordination. The main humanitarian principles have been adopted by the United Nations General Assembly under the resolution AG 46/182. Humanitarian
Humanitarianism is an active belief in the value of human life, whereby humans practice benevolent treatment and provide assistance to other humans to reduce suffering and improve the conditions of humanity for moral, altruistic, and emotional reasons. One aspect involves voluntary emergency aid overlapping with human rights advocacy, actions taken by governments, development assistance, and domestic philanthropy. Other critical issues include correlation with religious beliefs, motivation of aid between altruism and social control, market affinity, imperialism and neo-colonialism, gender and class relations, and humanitarian agencies. Red Cross/NGO Code Of Conduct
The Code of Conduct for International Red Cross and Red Crescent Movement and NGOs in Disaster Relief was drawn up in 1992 by the Steering Committee for Humanitarian Response (SCHR) to set ethical standards for organizations involved in humanitarian work. In 1994, the SCHR adopted the code and made the signing of it a condition for membership in the alliance. Humanitarian Aid
Humanitarian aid is material and logistic assistance to people who need help. It is usually short-term help until the long-term help by the government and other institutions replaces it. Among the people in need are the homeless, refugees, and victims of natural disasters, wars, and famines. Humanitarian relief efforts are provided for humanitarian purposes and include natural disasters and man-made disasters. The primary objective of humanitarian aid is to save lives, alleviate suffering, and maintain human dignity. The Steering Committee for Humanitarian Response (SCHR) is an alliance made up of chief executive officers representing nine humanitarian networks or agencies ( CARE International, Caritas Internationalis, the International Committee of the Red Cross, the International Federation of Red Cross and Red Crescent Societies, International Save the Children Alliance, Lutheran World Federation, Oxfam, ACT Alliance, and World Vision International). Background The SCHR was created in 1972 to improve cooperation among humanitarian agencies involved in disaster assistance. Sexual Exploitation And Abuse In Humanitarian Response
Sexual exploitation and abuse in humanitarian response first came to public attention with the release of a report in February 2002 of a joint assessment mission examining the issue. The joint mission (composed of UNHCR-SCFUK personnel) reported that "refugee children in Guinea, Liberia and Sierra Leone have been subjected to sexual abuse and exploitation, reportedly by employees of national and international NGOs, UNHCR and other UN bodies..." Social Vulnerability
In its broadest sense, social vulnerability is one dimension of vulnerability to multiple stressors and shocks, including abuse, social exclusion and natural hazards. Social vulnerability refers to the inability of people, organizations, and societies to withstand adverse impacts from multiple stressors to which they are exposed. These impacts are due in part to characteristics inherent in social interactions, institutions, and systems of cultural values. Because it is most apparent when calamity occurs, many studies of social vulnerability are found in risk management literature.
