Flag Dipping
To dip a flag that is being carried means to lower it by turning it forward from an upright position to 45° or horizontal. This is done as a sign of respect or deference. At sea, it is done by lowering to half-mast and returning to full mast position.K. V. To dip the flag on a merchant vessel passing a naval vessel involves lowering the stern flag (the country flag) to the half-mast position and back to the truck as the vessels pass abeam of each other. United States Flag Code
The United States Flag Code establishes advisory rules for display and care of the national flag of the United States of America. It is Chapter 5 of Title 4 of the United States Code ( ''et seq''). Although this is a U.S. federal law, the code is not mandatory: it uses non-binding language like "should" and "custom" throughout and does not prescribe any penalties for failure to follow the guidelines.
