European Union Committee
The European Union Committee is a select committee of the House of Lords in the Parliament of the United Kingdom. Its terms of reference are "To consider European Union documents and other matters relating to the European Union", as well as "to represent the House as appropriate in interparliamentary co-operation within the European Union". Much of the detailed scrutiny work on EU documents is conducted by the sub-committees, each dealing with a separate policy area. The main committee oversees the work of the sub-committees and approves their reports and scrutinises proposals that cross subject areas, such as the Treaty of Lisbon and the multiannual financial framework. Beginning in 2020, the committee has also focused on the implementation of the United Kingdom's withdrawal from the European Union. Select Committee (United Kingdom)
In British politics, parliamentary select committees can be appointed from the House of Commons, like the Foreign Affairs Select Committee; from the House of Lords, like the Delegated Powers and Regulatory Reform Committee; or as a joint committee of Parliament drawn from both, such as the Joint Committee on Human Rights. Committees may exist as "sessional" committees – i.e. be near-permanent – or as "ad-hoc" committees with a specific deadline by which to complete their work, after which they cease to exist, such as the Lords Committee on Public Service and Demographic Change. The Commons select committees are generally responsible for overseeing the work of government departments and agencies, whereas those of the Lords look at general issues, such as the constitution, considered by the Constitution Committee, or the economy, considered by the Economic Affairs Committee. Norman Lamont
Norman Stewart Hughson Lamont, Baron Lamont of Lerwick, (born 8 May 1942) is a British politician and former Conservative MP for Kingston-upon-Thames. He served as Chancellor of the Exchequer from 1990 until 1993. He was created a life peer in 1998. Lamont was a supporter of the Eurosceptic organisation Leave Means Leave. European Commission
The European Commission (EC) is the executive of the European Union (EU). It operates as a cabinet government, with 27 members of the Commission (informally known as "Commissioners") headed by a President. It includes an administrative body of about 32,000 European civil servants. The Commission is divided into departments known as Directorates-General (DGs) that can be likened to departments or ministries each headed by a Director-General who is responsible to a Commissioner. There is one member per member state, but members are bound by their oath of office to represent the general interest of the EU as a whole rather than their home state. The Commission President (currently Ursula von der Leyen) is proposed by the European Council (the 27 heads of state/governments) and elected by the European Parliament. Directives (European Union)
A directive is a legal act of the European Union that requires member states to achieve a particular result without dictating the means of achieving that result. Directives first have to be enacted into national law by member states before their laws are ruling on individuals residing in their countries. Directives normally leave member states with a certain amount of leeway as to the exact rules to be adopted. Directives can be adopted by means of a variety of legislative procedures depending on their subject matter. The text of a draft directive (if subject to the co-decision process, as contentious matters usually are) is prepared by the Commission after consultation with its own and national experts. The draft is presented to the Parliament and the Council—composed of relevant ministers of member governments, initially for evaluation and comment and then subsequently for approval or rejection. Peter Forbes Ricketts, Baron Ricketts, (born 30 September 1952) is a retired British senior diplomat and a life peer. He has sat as a crossbencher in the House of Lords since 2016.
