Civil–military Administrations (Ukraine)
Civil–military administrations ( uk, Військово-цивільні адміністрації, ) are temporary local government units in Ukraine. They are concentrated in the Donetsk and Luhansk oblasts of eastern Ukraine, due to the ongoing War in Donbas. They are created under the aegis of the Anti-Terrorist Center of the Security Service of Ukraine. Legal sphere Judicially, the status of civil–military administrations was created by the Verkhovna Rada law "On the civil-military administrations" dated 3 February 2015, and signed into law by President Petro Poroshenko on 26 February 2015. The law outlines their organization, jurisdiction, and order of activities for providing civil security, creating conditions for the normalization of life, enforcement of the rule of law, participation in combating sabotage manifestations and acts of terrorism, and the prevention a humanitarian disaster in territories where an anti-terrorist operation is being conducted. Novoaidar Raion
Novoaidar Raion () was a raion (district) in Luhansk Oblast in eastern Ukraine. The administrative center of the raion was the urban-type settlement of Novoaidar. The raion was abolished on 18 July 2020 as part of the administrative reform of Ukraine, which reduced the number of raions of Luhansk Oblast to eight, of which only four were controlled by the government. Vuhledar (, ; , , transcribed Ugledar; both names meaning 'gift of coal', referring to its coal mining industry) is a city of oblast significance in Donetsk Oblast (province) of Ukraine. City of regional significance ( uk, місто обласного значення, ''misto oblasnoho znachennia'') in Ukraine was a type of second-level administrative division or municipality, the other type being raions (districts). In the first-level division of oblasts, they were referred to as ''cities of oblast significance''; in the first-level autonomous republic of Crimea, they were ''cities of republican significance''. The designation was created with the introduction of oblasts in 1932. It was abolished in a 2020 reform that merged raions together and integrated the city municipalities into them. Avdiivka
Avdiivka (, , is a city of regional significance in Ukraine's Donetsk Oblast. The city is in the center of the region, just north of the city of Donetsk. The large Avdiivka Coke Plant is located in Avdiivka. The city's population is officially estimated as ; in January 2017, BBC News estimated that the population ranged between 16,000 and 22,000. As of 3 August, 2022, only 2,500 people, or 10% of the city's pre-war population, remained in Avdiivka according to Vitalii Barabash, head of the city's military–civilian administration. A city of district significance ( uk, місто районного значення, ) is a special category of city municipalities within each of the rural raions (districts) of Ukraine's first-level of administrative divisions. Krasnohorivka
Krasnohorivka (, ; ) is a city in Donetsk Oblast (province) of Ukraine. Population: ; 16,714 (2001). History The town was founded in the first half of the 19th century by migrants from the Ukrainian villages of Poltava Governorate and Kharkov Governorate. Starting mid-April 2014 pro-Russian separatists captured several towns in Donetsk Oblast; including Krasnohorivka. On 1 August 2014 Ukrainian forces had liberated the city from pro-Russian separatists. The town then became situated close to the frontline with the separatist-controlled Donetsk. Oleksandr Kikhtenko
Oleksandr Kikhtenko is a Ukrainian military leader and politician. He is a career officer of the Internal Troops of Ukraine and a General of Army of Ukraine (2008). He served in the army since 1974 first in the Soviet Army and then in the Ukrainian Army. In 1978 Kikhtenko graduated the Frunze College of General Command ( Omsk). In 1991 he graduated the faculty of intelligence of the M. V. Frunze Military Academy (Moscow). After fall of the Soviet Union, Kikhtenko continued to serve for the Armed Forces of Ukraine and was a chief of the Internal Troops administration in Zaporizhia Oblast. Since February 2005 he served as a Commander of the Internal Troops of Ukraine. During the presidential period of Viktor Yushchenko, in 2007-2008 and 2010 Kikhtenko unprecedentedly was a member of the National Security and Defense Council of Ukraine.
