Capital punishment is a legal punishment in Pennsylvania. Despite remaining a legal penalty, there have been no executions in Pennsylvania since 1999, and only three since 1976 (all occurring in the 1990s, during the governorship of Tom Ridge). In February 2015, Governor Tom Wolf announced a formal moratorium on executions that is still in effect , with incumbent Governor Josh Shapiro continuing Wolf's moratorium. Lethal injection is the practice of injecting one or more drugs into a person (typically a barbiturate, paralytic, and potassium) for the express purpose of causing death. The main application for this procedure is capital punishment, but the term may also be applied in a broader sense to include euthanasia and other forms of suicide. The drugs cause the person to become unconscious, stops their breathing, and causes a heart arrhythmia, in that order. The Pennsylvania Department of Corrections (PADOC) is the Pennsylvania state agency that is responsible for the confinement, care, and rehabilitation of approximately 37,000 inmates at state correctional facilities funded by the Commonwealth of Pennsylvania. The agency is headquartered in Hampden Township, Cumberland County in Greater Harrisburg, near Mechanicsburg. In October 2017, then Pennsylvania Governor Tom Wolf signed a "memorandum of understanding" that allows the PADOC and the Pennsylvania Board of Probation and Parole to share like resources and eliminate duplicative efforts. Leon Jerome Moser (September 15, 1942 – August 16, 1995) was an American convicted murderer who was executed in Pennsylvania for the 1985 murders of his ex-wife and two daughters in Montgomery County. He was the second person to be executed in Pennsylvania since the United States reinstated capital punishment in 1976. Early life Moser was born on September 15, 1942, in Milwaukee, Wisconsin.
