Angus North and Mearns ( Gaelic: ''Aonghas a Tuath agus a' Mhaoirne'') is a constituency of the Scottish Parliament ( Holyrood) covering parts of the council areas of Angus and Aberdeenshire. It elects one Member of the Scottish Parliament (MSP) by the first past the post method of election. It is one of ten constituencies in the North East Scotland electoral region, which elects seven additional members, in addition to the ten constituency MSPs, to produce a form of proportional representation for the region as a whole. The seat was created for the 2011 Scottish Parliament election and covers areas that were in the seats of Angus, Tayside North and West Aberdeenshire and Kincardine. It has been held by Mairi Gougeon of the Scottish National Party since the 2016 Scottish Parliament election. 2016 Scottish Parliament Election
The 2016 Scottish parliament election was held on Thursday, 5 May 2016 to elect 129 members to the Scottish Parliament. It was the fifth Next Scottish Parliament election, election held since the devolved parliament was established in 1999. It was the first parliamentary election in Scotland in which 16 and 17 year olds were eligible to vote, under the provisions of the Scottish Elections (Reduction of Voting Age) Act (the voting age had previously been 16 in the 2014 Independence Referendum). Proportional Representation
Proportional representation (PR) refers to any electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to political divisions (Political party, political parties) among voters. The aim of such systems is that all votes cast contribute to the result so that each representative in an assembly is mandated by a roughly equal number of voters, and therefore all votes have equal weight. Under other election systems, a bare Plurality (voting), plurality or a scant majority in a district are all that are used to elect a member or group of members. PR systems provide balanced representation to different factions, usually defined by parties, reflecting how votes were cast. The additional-member system (AMS) is a two-vote seat-linkage-based mixed electoral system used in the United Kingdom in which most legislator, representatives are elected in single-member districts (SMDs), and a fixed number of other "additional members" are elected from a closed list to make the seat distribution in the chamber more proportional representation, proportional to the votes cast for Electoral list, party lists.
