STS-122 was a NASA Space Shuttle mission to the International Space Station (ISS), flown by the . STS-122 marked the 24th shuttle mission to the ISS, and the 121st Space Shuttle flight overall. The mission was also referred to as ISS-1E by the ISS program. Astra 1E is one of the Astra communications satellites in geostationary orbit owned and operated by SES. It was launched in October 1995 to the Astra 19.2°E orbital slot initially to provide digital television and radio for direct-to-home (DTH) across Europe. Astra 1E was the first Astra satellite to be dedicated to digital television broadcasting and it carried many of the first digital television channels from networks broadcasting to France, Germany, and other European countries in the 1990s. Proposition 1E was a defeated California ballot proposition that appeared on the May 19, 2009 special election ballot. The measure was legislatively referred by the State Legislature. If passed Proposition 1E would have authorized a one-time reallocation of income tax revenue to help balance the state budget. Background In February 2009, the State Legislature narrowly passed the 2008–2009 state budget during a special session, months after it was due. As part of the plan to lower the state's annual deficits, the State Legislature ordered a special election with various budget reform ballot propositions, among them Proposition 1E. The proposition was part of Senate Bill 10 (Third Extraordinary Session), which was authored by Senator Denise Ducheny, a Democrat from San Diego. This arrangement was often named Decapod, especially in the United States, although this name was sometimes applied to locomotives of 0-10-0 "Ten-Coupled" arrangement, particularly in the United Kingdom.
